Upgrade 9.04 -> 9.10 seems to have broken all init.d scripts

I tend to suspect that your upgrade didn't complete correctly. Have a
look at /var/log/dist-upgrade and see if you can spot anything there.
Other than that, I'd recommend that you run the standard:
$ apt-get install -f
etc.
