Upgrade 9.04 -> 9.10 seems to have broken all init.d scripts

To let you hear a different sound: I only install a new system when I 
have a new computer, otherwise I always upgrade and seldom have problems. 
The few problems I get this way are always much less trouble then the 
problems I have to get apache, postgress, exim, amavis and probably some 
other programs reconfigured the way I need to have them to do the work I 
use my computer for as I have to do with a new install.
