If you simply want to install gnome-format and don't care how, enable
the universe repository because that is where it is stored for jaunty
and karmic:
karmic: gnome-format (0.1.1-0ubuntu7) [universe]
jaunty: gnome-format (0.1.1-0ubuntu5) [universe]
If you are experimenting with tar+ installation, "13 permission
denied" means that you do not have permissions to write and/or execute
in that directory.
The story will not end with tar, someone posted earlier a
"./configure; make; make install" routine for actually installing an
application.
