I don't know if this makes a difference or not, but have you tried the
"Language Support" tool? The first time I launched it, (after
installing KDE apps) it told me that some support wasn't available, and
wanted me to install it. The packages it suggested were all KDE
packages. Get to it with "System > Administration > Language Support"
