Have you configured the settings in the 'Sending Mail' tab of the
account editor (Preferences->Mail Accounts->[account]->edit->Sending
Email) to match what you have for Thunderbird in Windows?
You need to know:
* Server Type (should be SMTP)
* Server name (this is probably mailhost.tifr.res.in)
* whether authentication or encryption are required
* credentials if authentication is required
Note: I am assuming that you asked the question while booted into
Windows on the same PC. The server name 'mailhost.tifr.res.in' appears
in the headers of your message, as the machine that sent the message to
the Ubuntu/Canonical mail server. It also matches your sending email
domain, tifr.res.in.
The alternative server type setting is 'sendmail', which requires that
you have either postfix or exim installed and configured on your ubuntu
desktop, which is not the default for Ubuntu
