Yes, it **probably** is Yahoo but it is not a matter of semantics. 

The PGP-Basics yahoogroup has got attachments forbidden (by its
owner/moderators); this is to protect its content from viruses and other
malware.  The content is strictly to help people with PGP or GnuPG,
whether they are using Windows, OSX or Linux, and attachments are
stripped as their mail messages go through Yahoo mail servers.

The yahoo mailing list that has been set up in the same yahoogroup
system is called PGP-Basics-OT, and on that list, attachments are
allowed.  They were originally allowed because the main OT problem
faced by subscribers to the OT list was the recognition of PGP/Mime
messages, and the only way PGP/Mime attachments could be allowed was
for the owner.moderators to allow **all** attachments.

I am sure that your Yahoo group or mailing list has been restricted not
by Yahoo itself but by the owner/moderator of the list to which you
subscribe.

Of course: there are two ways if using GnuPG (as I understand you
are).  Whether PGP or GnuPG, all conform to the OpenPGP standard in any
case, and they can be used in Windows, Apple OSX or Linux.  Your
friends/relations will need to get a GnuPG key pair and let you know
what their public key is.

You can then either send your pics directly through Google (its also
free to set up) or some other free email service.  Or you can encrypt
the file that is your photo.  The resultant encryption if produced
as inline encrypment, will be shown as alphanumeric letter and numbers,
something like this:

Cut and paste all of those lines into the body of your email to send
it inline, and you might find it a good idea to join the PGP-Basics
group as well Look up http://groups.yahoo.com and then search for
PGP-Basics and PGP-Basics-OT: there's plenty of on-line documentation
on the page, and you will get friendly advice from the members there.
