When you load Ubuntu from disk, flash is not automatically installed.
That is because flash is not a free (as in freedom, not no cost) and
has a restrictive licence.

Ubuntu on the disk contains only free software so that it will not
contravene any licences throughout the world.  However, as an
individual, if you wish to tempt providence and the legal system in
your country, you can still install them.

The non-free and restricted repositories include those packages which
are licensed, such as flash, java, and the Microsoft TT Corefont
package, are kept aside in their own repositories and made available if
you wish to use them.  Microsoft have the type of licence (the EULA)
which is restrictive; read http://www.gnu.org/philosophy/free-sw.html
for the definition, but note free software still requires a licence to
protect the rights of those who have written the software plus the
rights of the users.

The licence under which the mozilla products are produced still
releases open source software but not necessarily totally free software.
That's why is doesn't automatically mean you will be allowed to give up
your freedoms until you know what you are doing. Companies such as
Microsoft, Apple and Adobe **require** you to give up your freedoms in
agreeing to let you use the software.

And if you sign up to the EULA but break the conditions you may also be
breaking the law......
