If i'm not mistaken, gnome-power-manager provides all these functions by
default...no special installation/configuration required. 

If you just want the icon to be there all the time, then go to "System >
Preferences > Power Management | General Tab > Notification Area >
Always Display an Icon".

Theres also the battery charge monitor panel applet... "R-click on a
panel > Add to Panel > Battery Charge Monitor"
