FVWM2 on ubuntu or xubuntu, will it make any difference, either better?

No.

In one case you'll end up with all the packages needed to run both fvwm2
and Xfce. In the other, you'll end up with all the packages needed to
run both fvmw2 and GNOME.
You can remove the packages you don't need if you feel you don't have
enough disk space.
