boot from USB on Shuttle

In my bios:
Hard Disk Boot Priority: 1 500gb sata drive, 2 250gb maxtor drive, 3
bootable addin cards.

First boot device : Sata- cdrom
Second boot device - Hard disk
Third boot device - usb-fdd

I tried changing the second and third device around but it made no difference.

Right now Im stuck at not being able to get my cd or thumb drive to
start during boot.
