Changing Desktop Themes not working

I don't seem to be able to change the desktop theme in Kubuntu Jaunty. 

System Settings > Advanced User > Desktop Theme Details 

Select a new theme from the drop down and click Apply...nothing happens. Air remains the active theme. 

I've also tried changing individual theme elements and then Apply. Air remains unchanged. 

Am I alone in this problem? What do I need to do to change a theme or theme element?
