You should first try this: $sudo apt-get install filename and see if
the Ubuntu repository has waht you want. If it does apt-get will install
it and your done.
If you can't get it from Ubuntu you get a "tar-ball" and try to compile
it on your Ubuntu. Many tar-balls are lacking a lot of libs.
