Bash has been essential in Debian from the very beginnings.  IMHO that
was an error that wasn't noticed until early in this decade. It's a
constant cause for discussion on Debian developer MLs since years. If
you don't want to break all those user shell scripts relying on
/bin/sh being bash, this error can't be easily corrected if you don't
fork a new disto (with a new set of essential packages) like Ubuntu
did.

What a sysadmin or box owner chooses as the default login shell is a
different story, I prefer zsh over bash for it's enhanced completion
features.
