That page is I believe referring to their OEM program, which targets
those devices.
If you continue on down the page you'll see a link to
https://wiki.ubuntu.com/UNR
which does state you can simply add the packages to any 8.04/8.10 install.
I had it running on an old Celeron box with 256meg of ram IIRC.
