Customising Xubuntu

I have installed Xubuntu 8.04 and now wish to customise/simplify 
the menu for a basically computer-illiterate group of users.
What I would _really_ like is an unaltered menu for me as root and 
the simple one (no system stuff at all, etc) for all other users.
Can this be done?

Once the modifications are done, I want to transfer the result to 
a CD (or USB stick, maybe) for installation in the target 
systems.  Not sure how to do this.

Helpful advice would be appreciated.
