Is There A System-Wide Proxy Setting in Jaunty?

I had a system-wide application in Intrepid which used to set my
Privoxy settings for Epiphany (my browser of choice).

Since there is no way of setting a proxy from inside Epiphany (at least
that I know of) I used to set system wide settings under Intrepid.
However, I can't find an app that does this in Jaunty and the old one
has been deleted.

Can someone help me?  And if this is not the correct place to ask, I
apologise.
