You can report him as a spammer. Looking at his information, this is
the only bug he has chosen to comment against. He gives no information
in his launchpad page. Ignore his comments if they don't apply. Give
him a link to https://wiki.ubuntu.com/HelpingWithBugs if he wants to
really help.
