cups not working

Hi everyone.

It seems seems that cups isn't working on my installation.  I'm running
intrepid 8.10 on an AMD 64 with Gnome on my desktop.  

According to synaptic cups and all the proper libraries are installed,
but when try to fire up http://localhost:631 I page load error.  When I
look at the services that are running, cups is not even listed.  ps -aux
from term also shows that its not running.

Does anybody have some suggestions on what may be go on, or some ideas
on how diagnose and/or solve the problem?
