autolimit /tmp size

Hi,
I manually put some big files in /tmp which is in the same partition as /, 
and suddenly, some running applications where unable to write in /tmp.

/ is NOT full.

I saw this: https://bugs.launchpad.net/ubuntu/+bug/285096

Would you have any document describing the feature? I would like to see how 
it behaves (and how could I set it up to a reasonable value) because it 
could cause some problems on production and massive use...
