Are you talking about the live cd or the alternate cd?

I can understand that a newer live cd won't work on older hardware,
because of desktop bloat (not meant in a negative way).
But an alternate cd should always work on lower spec hardware.

If the alternate cd gives you errors, and it's not because of low
memory, and the cpu is i486 or better, then you should file a bug report.

See
https://help.ubuntu.com/8.10/installation-guide/i386/minimum-hardware-reqts.html
for minimum requirements. It is possible to install Ubuntu on an i486
with only 48 MB RAM. You won't be able to run a graphical desktop
(perhaps something like icewm), but most console software will work.
