Looking on us.archive.ubuntu.com, the file is:

language-pack-en_9.04+20090406_all.deb

i.e ends in 06 not 03. So somehow the apt repo information and the 
actual archive are out of sync. Usually doing

$ sudo aptitude update

will fix that - but clearly does not in your case. I'd guess that the 
problem is with the repo itself - and will be fixed in the next few days!
