If you just want to do this occasionally (to test the modem for
example) I recommend you install minicom and generate the commands
yourself -- for example

ATDT 800 555 1212

If you happen to use jpilot, it has a dialer function called
jpilot-dial which generates the tones using the computer's sound card.
These tones may or may not be "audible" to your modem, depending on
what type of modem and how it's configured. There are probably other
programs, but the howto link above may get you closer to what you
want.
