3GiB ram, gnome-system-monitor now says 2.9GiB

You said that "htop reports 3016MB" while gnome-system-monitor says
2.9GiB.  As noted, 3016MB = 2.808 GiB, which is actually less than 2.9 GiB.

So in summary, I don't know, and basically, you have to either worry
about this a /lot /, or you can't worry about it at all.
