Are sendmail-style Aliases Possible with exim4?

On a Unix system running sendmail, one can define an
alias such as oncallgroup in the aliases file and have it set up
like:
oncallgroup::include:/etc/mail/oncall_list
This list can have one internet address per line and is
read every time mail to that alias is received so it can
dynamically change.
There is an aliases file under exim4 and a newaliases
program, but it doesn't work the same way or at least when I
tried it, mail to the alias name just bounced.
Is there any way to get exim to do the same thing?
We have a system running sendmail and another system
with exim running ubuntu and I am trying to put the same list of users on
the ubuntu system so we can change the list of names in one
place and copy it to the ubuntu system.
Mail to the alias on the ubuntu system is generated on
that system so we are not receiving in-bound Email from the
outside.
