I think I know what you're asking now.
Update-manager handles day-to-day package upgrades just as easily as
Synaptic or adept afaik. But when it comes to Distribution Upgrades
Update-manager has special logic/programming to resolve the weird
situations which arise as well as (previously mentioned) making sure
depreciated packages are removed and new packages required by the new
distribution *but not necessarily by your already installed packages*
are installed.
That is, Ibex proper may need package X which is not a dependency of any
of your other installed packages, thus performing an upgrade via
Synaptic etc. may result with it not being installed, whereas
Update-manager would make sure it was installed.
