Window add to an Panel

Hi!

Is there an oppertunity to add a window, which is not draggable to a panel
in a viewport(e.g. center)?

I can set draggable=false and setPosition, but if i set the Position in
viewport and i collapse the the west or southpanel, it will be at the same
place!
any idea how to solve the problem?
