SIS 190 problems? Can't SSH/Surf localnet.

Jack, thank you for your e-mail.
The SIS 190 is the NIC, as far as I understand. I tried installing Debian
Etch on this same machine, with the same result. I've switched cables,
too. There are two slackware machines and two debian machines on the
network as well and all perform as they should (granted, different
hardware) so I am not sure how I can tackle the router aspect. Thank you
for providing other things to look at, though.
I also tried installing Windows XP and the network card works perfectly
well as it should. I can surf and SSH locally without any issue.
Like I said, the only problem I have is when I surf a site that's on the
localnet. Anything I surf remotely, works perfectly well.
SSH is the same: I can SSH into a local box and whenever I run some
text-rich application (top, pine, scrolling logs, etc.) the terminal
freezes. If I SSH to a remote server and SSH back in, it all works
perfectly well.
Originally the bug was reported for the SIS 190 that remote and local
could not be accessed, which is what made me think that the network card
was the culprit. Other than that, I am not entirely sure where else to
look for the problem.
I found this website which seems to convey a way around fixing the
problem, but doing a 'make menuconfig' yields an error I can't decipher:

Short of disabling the built-in NIC and installing a new one, I'm not
entirely sure what else to do.
