SIS 190 problems? Can't SSH/Surf localnet.

Hello;

I'm new to Ubuntu and, sadly, not having much success with it. The  
problem, however, I think is beyond Ubuntu and a matter of a Kernel  
issue I don't seem to be able to solve.

The problems:
1. I am unable to surf websites that are on the local network. I can  
surf internet sites.
2. Any SSH session I start which connect me to a local machine, end  
up freezing when I do things like execute top or use elinks.  
Sometimes just using Pine will cause the entire terminal to freeze.

Example:

Workstation A (with SIS190) --> ssh to Server B on localnet =  
terminal window freezes and nothing happens.

However:

Workstation A (with SIS190) --> ssh to Server C on internet --> ssh  
to server B on localnet = terminal window operates perfectly well.

I have monitored the logs on Server B but nothing bad appears.  
Nothing at all appears, actually, that is out of the ordinary.
Locally, I followed the connection with SSH -vvv but nothing unusual  
appears. No errors, nothing at all that would indicate what's going on.

Browsing has similar issues: I can browse anything outside the  
localnet, but if I try to access any webserver available on the  
localnet, the page fails to appear in the browser (clicking on "View  
Source" will show the source code of the page, but it will still sit  
there waiting for some response from the webserver that's not coming).

All other machines on the localnet running some flavour of Linux  
(mostly Debian and two Slackware) can surf and SSH remotely or  
locally, sans problems.

Ifconfig eth0 reports packet errors. Any other machine on the  
localnet with Linux on it has no errors. This had me think the issue  
was SIS190 related.

A similar problem was reported here, and claimed as fixed in the  
current Kernel release:

I tried, out of curiosity, but the patch program seemed to indicate  
that the patch had already been applied.

Windows XP works perfectly well on this box, allowing to SSH (via  
Putty) locally and remotely, and to surf webpages locally and  
remotely. Same network settings (IP addresses, DNS servers, etc.) on  
XP as with Ubuntu.

On Ubuntu, I installed Putty and any other x-term/terminal window I  
could find to test it out with the same results. I used a tty rather  
than xserver-xorg and the same problems occur.

I'm not sure what other information to provide that could be more  
useful. My apologies for still my lack of tech savvy with the world  
of Linux. If you can tell me what you need, I will pass the  
information required. Some info below may be of use.
