scp stalls

Until I get the problem with connecting the two Ubuntu systems
together resolved, I am using scp to copy the files I need from one
system to the other.
using
     scp -i keyfile
jack at 10.1.1.102:/usr3/ebook/ebook_title.chm .
the file will copy at blazing speed, and at '8%' the console reads --
stalled -- and the speed drops from 1.5Mb to around 140k. Then the
copy resumes, the speed increases to 1.5Mb, and then --stalled -- and
the speed drops.

Is this a product of the hardware, or is there something I can do to
alleviate this (such as hdparm) ?

Any help is appreciated.
