How to Repair Synaptic and Add/Remove Programs ?

Did you try typing this in a terminal:
    sudo apt-get -remove kio-umountwrapper

You can also use Adept, it does exactly what Synaptic does. 
You can download the deb file from your browser at 
http://91.189.88.45/ubuntu/pool/main/a/adept/
and install the files manually.  (sudo dpkg -i <file name>)
There are three of them but you probably just need the adept-manager 
package.
