On my KDE 4.1 running Hardy up-todate it is:
KMenu->Internet->KnetworkManager Network Manager using
the classic K menu. On the 4.1 K menu it's
Kmenu->Applications->Internet->Network Manager(with
KNetworkManager faded out under Network Manager.
