IRC CLI and other keyboard formats

Hello,

I use Dvorak keyboard but when I go to the CLI is is in the other
keyboard format. How can I change the format temporaly(Others use this
terminal all the time with the guest sign in)?

Do you know of a good IRC client for the  CLI?

Is Elinks the best browser for CLI?

How do you turn on the mouse for CLI
