No, it isn't. Unless you have a special configuration, there is no 
difference between runlevels 2, 3, 4, 5 on a *Ubuntu machine. If you 
don't want to use a GUI, it might be better to not install a GUI in the 
first place. Just install the Ubuntu server version which by default has 
no GUI.
