As I said, it doesn't seem to matter which apt program I use (though I never
actually use update-manager, apt-get, aptitude, synaptic, adept all have
the same issue), so it probably isn't actually an update-manager issue, but
I don't understand how update-manager is any more capable of sucking up all
the bandwidth than wget.  If it would actually "kill" the download it would
be way more friendly than stalling permanently...
