f-spot is included by default and I think it will even open
automatically when you plug in a USB device that came from a camera,
such as an SD card. f-spot can export to Picasa, Flickr, various other
web service, photo CDs, etc.

I think it's a great manager for my needs, but some people don't like
that it forces its own directory structure. You can install other
managers from the Ubuntu repositories.
