Actually it can be much more involved with that; USB chipsets, bios,
kernel drivers, noise, power, cables, etc., etc.
  The reason you may not see the problem in Windows is that the BIOS is
written for Windows & Windows has been known to provide code to
workaround shoddy BIOS code - sort of bad code followed by more bad code...

Can you please try: usb-handoff
in the boot option (F6) to see if that helps?
