It is part of the "autoconf" or "autoconf2.13" package. But I suppose you 
also do not yet have the "build-essential" package installed which is 
probably needed as well if your driver needs autoconf. Maybe there are 
some other development packages needed. Those package names are ending 
with "-dev".
