The meta-package is compiz. I'm on Xubuntu so I had to manually get it, 
I think it's already in Ubuntu and Kubuntu. I had to install the package 
CompizConfigSettingsManager also. There is a KDE-destop-effects package 
if you're on Kubuntu.

As far as HW is concerned I'm running just fine on an old PIII 
533Mhz/450MB, with a bit newer, but not very powerfull Nvidia GeForce 
6200. You most definitely need a card that can do 3D acceleration, ie. 
you need to run restricted drivers.
