Menu System > Preferences > Windows. (BTW, first hit on Google for
"focus follows mouse gnome" without the quote).

By default, hold the Alt key and click anywhere in the window. Also
configurable in System > Preferences > Windows.

Disclaimer: I verified this info in Intrepid, but I think it works the
same in Ubuntu 8.04
