A one line answer to your question is as follows:
When it hits upstream (Debian) in time to hit a release.
For 8.10 it currently looks like this:
subversion (source: subversion): Advanced version control system. In
component main, is optional. Version 1.5.1dfsg1-1ubuntu2 (intrepid),
package size 332 kB, installed size 4124 kB
