Not sure this will help you but wont hurt anything. I've got an RaLink wifi card that I had to do a "sudo ifdown wlan0" followed by a "sudo ifup wlan0" on every boot up. Some nice person on the list(don't remember who now) told be to add the commands to /etc/rc.local file to solve the manually running the commands. Suggest you do the same with the command your using to restart network. If it doesn't work you can simply restore your original rc.local file. Oh, you did backup the file; didn't you.  HTH,
