Pkg Download Slowness

I use:
deb http://ftp.utexas.edu/ubuntu/ hardy * as my main download mirror. It's the closest one to my southeast Texas location so I expect it to be fast.  However, downloading lately has slowed so much that some just freeze up bringing the download to a halt. I'm sure the UT server must be having some problems but not for two weeks going. Originally it was quite fast but now it's slower than the regular us.ubuntu server.  Anyone using the UT mirror know what's going on? I'm ddownloading apt-mirror but I don't think that's the best way to find a fast mirror. Anyone have any suggestions on a fast mirror for my location. I on a dsl pro broadband, BTW and it's almost as slow as dial-up.  Thanks for any suggestions.
PS-while composing this short message, adept updater has only downloaded the first file of an 18 pkg upgrade. Normally, it would be installing those packages by now.
