They are talking about the file: wubi.exe. Just double-click on the file
and follow the rest of the instructions.

To install directly from a liveCD:

To install 8.04 (recommended) directly from the Alternate CD:

To install 8.10 (don't use if you are new to Ubuntu) directly form the
