easiest way to change my locale?

Thanks for that info. However, once a user has selected a locale, how
does the user then do I just change the time format or any other
particular aspect of the locale?

Please reply to this list only. I read this list on its corresponding
newsgroup on gmane.org. Replies sent to my email address are just
filtered to a folder in my mailbox and get periodically deleted without
ever having been read.
