Why is HAL being made the default when it's not ready?

However, the bug report /does/ say that Xorg's hotplug support using HAL
currently cannot work for Wacoms as HAL has some limitations. So, in a
certain way HAL is indeed a culprit.

Looking in HAL for a solution is the wrong place, though, as the recent
change was actually in Xorg using HAL for something it cannot do yet.
So, the solution seems to be to direct Xorg not to use HAL for the
Wacom.
