When I do cat /proc/cpuinfo the following is displayed.

model name	: Intel(R) Core(TM)2 Quad CPU    Q6600  @ 2.40GHz
stepping	: 11
cpu MHz		: 1600.000


This is because 2400Mhz is load speed and 1600Mhz is idle to save power 
and reduce heat. You can turn off this feature in a lot of motherboards, 
but there is no benefit from doing so.
