System -> Preferences -> Preferred Applications
should do it, but isn't obeyed by all apps.
You might want to look at /usr/bin/sensible-browser which is a script
that attempts to guess which browser you want - IME, quite a few apps
rely on this more than any other setting. In the past, I've replaced it
with a script that just executes the browser I know I want, which
seems to work flawlessly.
