On Gutsy it is hal-hardware-manager & seems to have gone missing in Hardy:

<http://packages.ubuntu.com/search?keywords=hal-device-manager&searchon=names&suite=all&section=all>

You can install the kde version:

sudo apt-get install kde-hal-device-manager

and then you will find it in Applications|System Tools|Device Manager

As well as hardinfo:

sudo apt-get install hardinfo

you will find it in (oddly enough) in:
System|Preferences|System Profiler and Benchmark

No clue why hal-device-manager is no longer available in Gnome.
