thunar: should not require xfce4-panel as dependency

As the Thunar README states, Thunar can optionally use `xfce4-panel`
(4.3.90 or above) for the trash applet.  However, it is not always
desired to have `xfce4-panel` installed as well, e.g. when using Thunar
as a file manager in a non-KDE/GNOME/XFCE environment with another panel
or tray/dock application or none at all.

xfce4-panel might be made an optional dependency or the relevant part
(the trash applet) might be split off the original package.  On a side
note, other packages that depend on `xfce4-panel` could also profit from
this, e.g. `xfdesktop4` or `orage`.

This report should probably be forwarded to the Debian
developers/maintainers.
