Sorry, forgot to ask: when you try chatzilla are you first connecting to
freenode?

Preferences|Add|Network|freenode
then: IRC|Join|Ubuntu

Or, once you are connected to freenode, then:
/join #ubuntu

Also consider that 163.com is blocked by many networks due to spam etc.
Could be that freenode.net might be blocking your isp.
